With over a decade of experience, she brings experience across a range of pre- and post-disaster services and has assisted over 400 local communities, states, regions, tribes, and universities, and businesses make resilience decisions including: hazard mitigation plans, floodplain management plans, climate adaptation plans, disaster recovery plans, risk assessments, and benefit-cost analyses. Caroline is a FEMA-authorized hazard mitigation planning and Hazus-MH trainer, exemplifying her knowledge in the mitigation field.
