Janice Roper-Graham Biography
Janice Roper-Graham, ABC, CFM, PMP, ACP-PMI, sits at the intersection of strategic communications and technology.
In the late 1990’s while at Michael Baker, Jr., she led the set-up of FEMA’s first flood hazard mapping web pages, the popular “easy FTP” application, and the Flood Insurance Information Exchange 877-FEMA MAP.
In the early 2000s, she served as a Client Executive with USi (now AT&T), the firm that pioneered cloud technology. She then set up a MarketingEngineSM for eTelemetry, a business intelligence firm that holds a patent for real-time social network analysis.
In 2005, Janice founded Outreach Process Partners, LLC (OPP). OPP helps government agencies apply technology and data analytics to improve communications and enhance program performance. OPP’s past and current natural hazard mitigation-related clients include FEMA’s Building Science Branch, the National Dam Safety Program, NIST/FEMA’s National Earthquake Hazard Reduction Program (NEHRP), USACE New Orleans District post-Katrina communications, FIMA Strategic Communications Branch, Risk MAP, Hazus, GSA’s Green Buildings, DisasterAssistance.gov, and EPA’s Water Security Division.
Janice is a GovLoop Featured Blogger. She has spoken at conferences on growth hacking, communicating science to non-technical audiences, dashboard analytics and the listening side of communications. Janice co-founded with Mark Walton (retired NOAA) the “Flood Risk Education” campaign which has given eight Wards Flood Models with custom cases so far to ASFPM chapters, NOAA regional offices and others committed to educating the public about floodplain management. in partnership with the Project Management Institute (PMI), Janice conducted a study on federal best practices for performance measures.
Janice holds an M.S. in Systems Management and a Graduate Certificate in Information Systems from the University of Southern California, and dual B.A. degrees in English and Psychology from Salisbury University. She is an Accredited Business Communicator (ABC) with the International Association of Business Communicators (IABC), a Certified Floodplain Manager (CFM) with the Association of State Floodplain Managers (ASFPM), and both a Project Management Professional (PMP) and Agile Certified Practitioner (ACP) with PMI.
