NHC Practitioners Meeting

The National Hazard Mitigation Association (NHMA) is excited to host the 2026 Practitioners Meeting in collaboration with the Natural Hazards Center. This year’s event is scheduled for Thursday, June 18, 2026, following the Natural Hazards Workshop at the Omni Interlocken Hotel in Broomfield, Colorado.

The 2026 Practitioners Meeting will feature a diverse lineup of sessions covering critical topics in hazard mitigation including how to connect recovery to mitigation, funding to implement mitigation projects, the current mitigation landscape, and how to attract and build a workforce of mitigation professionals.

NHMA is proud to present our Keynote speaker for the 2026 Practitioners Meeting, Deanne Criswell!

Deanne Criswell is an experienced emergency management professional and the 12th Administrator of the Federal Emergency Management Agency (FEMA). She was sworn in as FEMA’s first female Administrator on April 26, 2021, under President Joe Biden.

As FEMA Administrator, Deanne focused on making disaster response more mitigated, addressing climate-related risks, and improving coordination with state, local, tribal, and territorial governments.

Before leading FEMA, she served as the Commissioner of the New York City Emergency Management Department, where she played a pivotal role in managing large-scale emergencies in complex urban environments, including the COVID-19 pandemic.

Most recently, Deanne served as a Senior Fellow at Yale University, teaching a graduate level course on crisis leadership, emergency management, and national resilience. She also served as the Emergency Manager for the City of Aurora, Colorado, where she led the city's emergency preparedness, response, and recovery programs. Additionally, she served in the Colorado Air National Guard for over two decades, bringing military expertise to crisis management.

The 2026 NHMA Practitioners’ Meeting will be held on Thursday, June 18, 2026, in Broomfield, Colorado. The program will feature a diverse lineup of sessions covering critical topics in hazard mitigation including how to connect recovery to mitigation, funding to implement mitigation projects, the current mitigation landscape, and how to attract and build a workforce of mitigation professionals.

Five $500 Travel Stipends Available For The NHMA Practitioners Meeting

The National Hazard Mitigation Association (NHMA) is offering five travel stipends of up to $500.00 to assist with registration and travel expenses for the 2026 National Hazard Mitigation Association's Practitioners' Meeting on Thursday, June 18th, in Broomfield, Colorado.

This opportunity is open to hazard mitigation practitioners (or a related field) currently working in hazard mitigation who would otherwise be unable to attend due to financial constraints or another hardship.

To apply, please answer the following questions in the form below (up to 150 characters each) describing:

• Your professional background in hazard mitigation

• Your passion for hazard mitigation

• The nature of your need

• How attending the NHMA Practitioner Meeting will support your professional goals

Applications must be received by May 1 at 5:00pm eastern time. Late submissions will not be considered. You will be notified of selection by mid May.

Additional Notes:

• Preferences may be given to NHMA members, although this is not a requirement

• Upon receipt of the stipends, we will require proof of registration for the Practitioners' Meeting

The stipends are not eligible for the Natural Hazards Workshop registration.

Hazard Mitigation Grant Program (HMGP) Benefit Cost Analysis (BCA) Key Components

Purpose of the Session:

To provide a deeper look into the key components of FEMA’s Benefit-Cost Analysis (BCA) process by exploring how benefits, costs, project useful life, recurrence intervals, and optional benefits shape the Benefit-Cost Ratio (BCR).

Learning Goals:

  1. Understand how benefits, costs, project useful life (PUL), recurrence intervals (RIs), and damage frequency relationships drive the BCR.
  2. Learn documentation and data sources for each input.
  3. Explore strategies for refining inputs to improve cost-effectiveness.

Discussion will include an Introduction and Context on this topic, provide a refresher on the BCA Ratio Model, highlight an In-Depth Benefits and In-Depth Cost review, detail the relationship of damages and frequencies, provide info on Project Useful Life and walk-through reoccurrence intervals and how this is pulled together for a FEMA HMGP application
