NHMA Webinar Series: "Building Capacity for Hazard Mitigation Planning in Low-Capacity Communities"

Barriers to hazard mitigation planning and implementation exist, especially for low-capacity jurisdictions. This webinar will present findings from a multi-year study that assessed the hazard mitigation capacity in small and rural communities in the interior (non-coastal) South Central region and then determined the capacities and resources that are needed to improve the situation. Local planners and emergency managers (N = 31) were engaged through four rounds of focus groups that were designed to address four research questions. The questions focused on the topics of current barriers to addressing hazard-related challenges, capacities and capabilities needed to address those challenges, including accounting for climate change, how an existing Federal Emergency Management Agency (FEMA) Region 6 hazard mitigation planning template could be improved, and training needs.

Aside from persistent funding barriers and a need for a more robust hazard mitigation planning guide, the other primary capacities and resources that are needed include: training for current hazard mitigation professionals, raising awareness of the importance and relevance of hazard mitigation, developing a hazard mitigation action database web tool, building a hazard mitigation workforce, and succinct climate change messages that are relevant to local scales and community values.

A panel discussion that includes local and state hazard mitigation practitioners will follow the main presentation.

NHC- NHMA Practitioner Meeting

The National Hazard Mitigation Association (NHMA) is excited to host the 2025 Practitioners Meeting in collaboration with the Natural Hazards Center. This yearโ€™s event is scheduled for Thursday, July 17, 2025, following the Natural Hazards Workshop at the Omni Interlocken Hotel in Broomfield, Colorado.

Emphasizing collaboration and real-world solutions, this event offers a unique opportunity for practitioners, policymakers, and community leaders to exchange ideas and forge new partnerships to enhance and advance hazard mitigation.

Key Sessions to Expect

The 2025 Practitioners Meeting will feature a diverse lineup of sessions covering critical topics in hazard mitigation, such as:

  • Connecting Recovery to Mitigation: Highlighting strategies to seamlessly integrate recovery efforts with long-term mitigation planning.
  • Funding for Implementation: Providing insights into securing and managing funding for mitigation projects, from federal grants to private investments.
  • Innovation in the Field: Showcasing creative solutions and cutting-edge technologies that are reshaping hazard mitigation practices including how artificial intelligence transforms risk analysis, decision-making, and post-disaster recovery.
  • Insurance Evolutions: Examining how the insurance industry is evolving to support and incentivize mitigation efforts.
  • Building a Pipeline for Professionals: Discussing strategies for developing future leaders and expanding the workforce in hazard mitigation and resilience.

Registration

Registration for the Practitioners Meeting can be added to the Natural Hazards Workshop registration or selected as a standalone event. Registration includes access to all Practitioners Meeting sessions and lunch on July 17, 2025. All attendees, including speakers and panelists, must register for the event.
